Double Trouble - Franklin & Jane Andrews.

What I Do

I advocate for local, state, federal, and tribal governments, non-profit corporations, and individuals in environmental, energy, natural resources, and land use matters.

Community Advocacy

I represent community-based advocacy organizations in their efforts to improve water and air quality, protect their neighborhood resources, and improve compliance with environmental and land use laws.  From air and water quality to zoning and land use issues, I have the experience and training to effectively guide organizations through the complex regulations and processes that often preclude meaningful involvement by those most directly impacted by environmental, permitting, and zoning decisions.

Energy Law - Of Counsel to Troposphere Legal

I work with Troposphere Legal on behalf of residential ratepayer and environmental organizations in energy-related regulatory proceedings before the Michigan Public Utility Commission.

Litigation

My first trial was before a federal bankruptcy judge, seeking to preserve the  State of Texas' environmental claims from dissolution. Since then, I have appeared before federal district and appellate judges, state circuit and appellate judges, tribal judges, local planning commissions, local trustees, and administrative boards. I assist my clients with all aspects of litigation, from counseling before litigation begins, to settlement and enforcement of judgments. I primarily represent community groups in cases involving environmental, energy, land use, and natural resources issues.
